The song is from Ship Arriving Too Late to Save a Drowning Witch (1982).
Frank Zappa’s 14-year-old daughter Moon Unit supplied the monologue to the song, based the chatter of wealthy girls from the San Fernando Valley that she had been hearing. This was a throw away tune for Zappa but it became his only top 40 hit.

It was the first time for me to see this. It’s interesting to see what Zappa allowed (and didn’t allow) his teenage daughter to wear on tv!
